As a storm drain runoff , the park does flood ,when heavy rains saturate the area. The parks n rec dept locks gates as it is dangerous. Usually after 2 or 3 days drying out gates are then opened.
It always seems like if it has rained the day before the park will stay closed for a day or two after that
It's always open unless it's raining. If for some reason it's locked, there's always the area outside the fence your dog can run, on the Virginia Ave side. I don't recommend entering from the baseball field side, because if you get caught you will be given a ticket, and the residents do watch and report ☹. They flood the park when it rains, so it's unsafe to enter even if it's unlocked.
This park is usually always open because it's connected to the public baseball diamonds. Only three sides of the park is fenced so just make sure you watch your dogs if there is a game currently going. But for the most part is usually open to public daily.
