This can happen when food is freshly prepared. I know Panda Express tries their best to provide the best quality food they can. Each location orders what they believe to be the appropriate amount of food so they do not run out and they prepare the food throughout the day. During rush hour or when it's busy you might have to wait a little longer as food is being prepared fresh. This is hopefully explained to you while you order your food or when you are waiting. However, there is no excuse for poor service though.
Y'all should keep in mind that maybe they was low of y'all items at the time and they was prolly whippin some up on they wok.
