Yes, they can only be walked on the sidewalks around the Farmers market. They cannot walk through the Farmers market unless they're service dogs.
They have ads that do not allow pets, only for service, ... But people do not understand and I have seen that they carry their cute puppies

I'm not sure about that. However I've never noticed one they probably do not. You know in case the dog has an accident and the person doesn't clean it up. However I know most people are very aware of taking care of that type of business with their pets.
