The 1st hour when it opens work for me all the time..
The best time is an hour before closing. The entrance to the mall closes and the store empties out, so the sales associates are all yours!
My experience at Macy's or any store is to either get to the store when it first opens, or a couple hours or so before it closes. I find it's crowded the most between 2pm - 5pm.
