Hello Judy, Looking at primary sources, our understanding is that there was a dirt road pretty much since before the Hotel del Coronado was built when it wasn’t covered by water periodically. Below is the first mention of it being paved - thanks to John D. Spreckels long before 1927 on November 29, 1913.
