Is this somewhere that would throw on some front brake pads (that I have bought including all hardware), along with swapping 4 tires for winter? Or simply tires here?

Yes you can bring your own parts and your own tires to swap over, we do alot more than tires

I'd call. Most places like this will only put on their products for liability reasons. I think you'll have better luck at an independent mechanic.
