That is incorrect. If you do not have an appointment they will not let you enter the building. You can absolutely make an appointment over the phone or uscis.gov to make an INFOPASS
Yes. I am an immigration attorney. You must call USCIS 1800 number to schedule an appointment. They wont take walkins
