Your scooter size has to be 150cc or above. If you buy a scooter from a dealer they will tell you what models are freeway allowed. Take note however that going on most any scooter onto the freeway is a suicide mission because the wheels are too small which makes going for freeway speeds dangerous, and worse you can't keep up with the flow of traffic. You will be riding in Terre in the slow lane. If you want to take an on-ramp and then the next off ramp to quickly get from one place to another that might be okay but even then you have to be very careful. Regardless of the size of the engine. My buddy 170i is freeway legal but I would never take that on the freeway. The tires and wheels are the size of a large dinner plate, maybe not that small but you get the idea.

No. Scooters and motorcycles must be a minimum 150cc to go on the freeway.
