As the other person said, you need to provide more information. Who is trying to frame you? The police?your family? What are they trying to frame you for? A crime? If a crime has been committed or someone is danger, within Turlock city limits, you might consider telling the Turlock Police.
There's really not enough information on this...can you be more specific? How are they trying to frame you and why do you think they are trying to do that? I have mostly positive experiences (knock on wood) with the Turlock Police, in comparison to the Modesto Police. They don't harass me ( I'm also homeless) and they don't seem to have time/energy to waste on things that don't call for their immediate attention, but that's me. However, there was ONE time where I called in to make a complaint; I think because they knew I was homeless/Hispanic at that point, instead of focusing the attention on making right the situation I called in for, I realized the officer on the phone was profiling me, deceptively obtaining more and more background info on myself in order to (most likely) make a case for me. Why he was doing this, I think because of quotas, me being a minority, and also he assumed I was a criminal. He completely veered off course with my original complaint. So one can't be sure.
