Yes, people bring their dogs all the time. As long as they are leashed and cleaned up after :)
Dogs are allowed in the Hopeland Gardens as long as they are kept under leash or owners control and you must bring bags to clean up after them.
I'm really not sure if small dogs are allowed but I have seen people there with small dogs
