There is a dog wandering around the neighborhood and it is very friendly no one is claiming her. It appears she has some kind of growth or hernia on her belly. Should I take her I. Will they take care of her medical needs ?

They will & some Vets will if it's a stray. A Vet can also check for a microchip that may tell you who the owner is.
Paws will check for a chip too.
