Yes but there are better places, to go. I don't have the highest opion of that trail. Very nice trail right off 287 with great views

Yes, park rules require you keep your dog on leash and bag & remove their waste. Don't recommend you take dogs on the Giant Steps trail. It begins with a steep descent/ascent, then rock scrambling over giant boulders.
