I don't shop Kohl's because they don't honor Black Friday sale prices, so mentioning Kohl's? Nah. Menard's would be better off having sales, not rebates that customers have to spend time online/using mail services and waiting to get money back.

My opinion is that it's more beneficial to the company when customers don't mail in the rebate than to give everyone the discount.
The reason they use rebates are a form of bounce back coupons. They use them in a lot of business across the spectrum. Kohl's has a type of them as well. You buy an item, they give you a coupon for $10 good for next week or whatever. It is to get people to come back.
