I don't know how placement works but I do believe that's it's through ACS, placement can be voluntary or involuntary.

Call children's village admissions department..they will walk you through the process

Consider Visiting Children's Village in Dobbs Ferrey NY. Ask to speak w the person incharge of admissions, what the requirements are and if this particular school can serve your son's needs. It does not matter if he is not your biological child, he is your son:-)
