No, there is a boat to ferry across the world showcase lake. But that is all of the in park transportation.
As previous comments, inside the parks there are only motorized cars for someone that cannot walk or wheel chairs only. A lot of walking and standing long lines! My husband does not mind walking it is the long wait time in the lines to the rides that effects his legs and back and he is only 49.

They have the monorail to go between parks but Epcot has no inside mass transportation. You can rent a mobility cart if you are disabled.
