Yes. If you're staying on Disney property, you can choose up to 3 initially per day (all at the same park) 60 days from the first day of your visit. I think there's a restriction on how many days you can choose for, maybe 10, if you're staying longer than 10 days. You have to wait to choose for extra days. I'm not sure how that exactly works, whether you have to go on a per-day basis or if you can choose for the next 10 days of your stay). If you're not staying on property, you can't choose until 30 days out, and Disney just tightened up procedures on that. If you book a room on property and choose your FPs, then cancel the room reservation, your FP reservations are also automatically canceled, and you have to try again within the 30 day period. People were canceling their room reservations and kept the FP choices, cheating those who were actually staying on property out of the chance.
We were allowed 3 fast passes when we got our tickets. Once you ride then you can pick another, etc.

Yes, using the Disney world app, you can choose times and rides available in any of Disney's theme park. You have to select the day of the calendar, as well as the park, and you can do that up to 180 days before.
