Not sure on that, but I have never seen anything to prohibit walking at any hour . . . though for safety's sake, I wouldn't recommend it.

Like Brent said, it technically closes a few hours after sunset, but enforcement of that is rare.
Yes, the walking trail goes around the lake. I am not sure if the walkway is lit up all night. It might be a good idea to visit the website or call their administrative office, to ask.
