I haven't seen any. But I don't see why you couldn't. Fields all fenced off. I saw no signs.
Most sports organisations discourage dogs at River City. The fields are fenced off but there's no areas close to the field for your dog to do it's business. It can also be quite crowded during tournaments. So leave your pet at home and let everyone enjoy the game without distraction.
