I dont have my birth certificate but i have my social security card can i use that to get an id? Or how do i go about getting an id card?

If it your first time getting an ID or Driver's license they do require that

When I went to get my license i took two letter with my name to my current address and my birth certificate. I think the social and the mail would work as well
