Hey, I would recommend a standard 5 gallon tank. The bigger the better for the health and well being of the male betta. A 15watt heater should be utilized to maintain a steady temp, which usually isnt much of a problem in LA. A filter system is a must to propagate the water and maintain the tank crystal clear. If you're going for a planted tank, then you should use some sort of stratum ie fluval. Total cost should be about: tank(20 bucks), filter(20 bucks), heater (10 bucks), stratum(20ish), varied plants(20-30 bucks). So you're looking at about 90 bucks. Hope this helps

Male Bettas can live well in a very small tank. Check out Betta tanks online. Mine lives in a 1 gallon tank that hangs on the wall. I don't have a filter system ,(have to clean his tank every 4-6 weeks) but he does have a small heater-they don't like to be cold..Mine has lived quite well for over 3+ years at a cost of about $20 plus the fish.
