If I arrive at the bus station at 4:00am(Mon. April 23) is it safe? Will it be easy to get an uber? Any suggestions on what to do at this hour, I'm going on a cruise later in the day.

It's very safe. You don't have to worry about safety. There's always a taxi in front of the Greyhound bus station. At this hour you can still party. Miami' is a party city. You can go to E11 or Booby Trap that is at less than 1 mile from the Greyhound bus station. Those are the only places that are open at this time.
