If you're a hundred percent disabled some of your dental is covered I'm not sure if that is considered elective surgery or not talk to your primary care physician if you also have health insurance outside the VA you can have them work out a deal on who will pay for what. If you're primary care clinic/provider can be convinced of the need/requirement, a consult can be ordered regardless your rating. Be prepared for a wait unless outsourced to somewhere like UNMC.
If you're 100% you need to talk to them up there they will tell you whether or not they can do the implants if they don't feel that they can do them for they cannot do them and you are truly 100% they will send you to a place that will do them and be covered..but you need to call them to find out for sure..
