The short answer is no. But the garbage men will usually still dump it as long as it doesn't overfill or over weigh the can. Your best bet for a tree stump of that size is to take it directly to the land fill. Also, the charge for taking a tree stump that size to landfill will be $15. It's too big to be composted so it gets charged as general refuse.
