They only have the parides in the front every 3 to 4 hours when I was there on the 20th of June we couldn't get close to the characters you can take as many pictures that was the best part .
No, it's included with ticket price. You just have to wait in line like you do for rides. I don't think they are doing meet and greets right now due to covid though.

There were no meetings when we were there, due to Covid. On July 1st they starting with the 9pm fireworks again. Maybe then you can also meet Mickey Mouse. But if so, you don't have to pay extra.

You will rarely find accessible characters. There are parades, but face to face meetings are few and far between...but free with ticket purchase. Lines can be very long.
