I'm not sure what your question is, but it does not cost extra to meet the characters. They usually have posts in each of the parks and you can wait in line to meet them. There are also character breakfasts available, which obviously are the cost of a meal, but you wait less time to meet the characters.
My answer would be the same as all the others. No cost to meet the characters but you will have to stand in line. The character meals are you best deal but they will cost you.

If you want a character experience, you can see the Winnie the Pooh characters at the Buffet restaurant at Magic Kingdom. The Mickey/Minnie crew is at the Buffet at MGM Studios. You pay for the Buffet, and the characters come to your table for pictures and greetings while you eat. It's great for lunch... Fill up mid day!
