If you download the Disney Application. It has a feature that let's you see the location of the Disney characters and there schedules. I hope this helps.
There is a handout containing the times that the characters can be met along with a map showing where they will be. They're spread out across the parks with the majority being at Epcot. For the more popular ones like Belle and Mulan I recommend getting in line at least 15 minutes early to avoid waiting for nearly an hour.

You have to check the itinerary and see when and where they will be. EPCOT is actually a better place to see characters, if you are not wanting the hours long waits at magic kingdom to see them in their buildings. Again, check and see who is going to where and when.
