Universal Orlando is a separate entity and company from Disney and their parks. Universal's City Walk is safe and appropriate for all ages, but it does have a more adult crowd after dark, since many visit the different clubs and bars located in there. Disney Springs, on the other hand, is more of a shopping district with sprinkled family venues and children's activities that the whole family can enjoy. I would say Disney springs is more suitable for children late into the day than Universal City Walk.
The park is open from 9am to 10 pm, excepting Magic Hours . All Disney parks are safe
Park is only open past 11pm on certain "extra magic hours" nights but yes it's safe for all ages

I was able to roam Magic Kingdom at night with out my parents but I was with a couple of friends and I was perfectly fine.

Totally safe for all ages I just had my daughter who just turned 4 there and she was perfectly fine oh and park closes at 10..
