There's an information kiosk there that explains how long it took to establish the population there. It was several years. Bats mostly eat insects, like gnats and mosquitoes. So it's hard to attract them to a bat house. But if you put one up, once bats start finding it, it will fill up.
The bats aren't lured there, it's they're home.
Nothing will necessarily lure the bat to a new home but many thing will keep them away such as pesticides, bug sprays, bug zappers, in general a lack of bugs in the area, the home being in reach of predators, someone messing with the house often and scaring any that might have chose it now feel it's unsafe. Many other things you can Google up but, main thing is they want bugs and most peoples homes are set up to get rid of bugs already so less chance of getting new bats if we don't already love near your home but just in unwanted spot.
