You will probably catch mostly grunts in Jan & Feb and you will probably be able to keep all of them. As for how many fish are allowed per person, you can keep as many as you can catch as far as i know.
Grouper fish need to be 20 inches to keep. It's 99% grunts that you'll catch and keep. You can keep as many as you catch, they will let you know if they are to small to keep.

I would wait until warmer weather. Or you're going to end up with a bunch of grunts.
