If I remember correctly we had to be there at 0730 to get our parking pass. They allow you on the boat from there. We left maybe 5 minutes before 0800. The next movement from the dock to the pier is 12-noon.
Both the full day and half day leave about the same time which is at 8 a.m.
You can park and get on the boat at 7 or 7:30. I think we left at 9am for a full day.
