They don't let you fish at the driving range. But there are always fishers around the course. Just steer clear of the tee boxes and you'll be fine.
Usually they are not going to let fishing happen due to safety concerns i.e. getting hit by golf balls...additionally someone fishing would be a major distraction to people who are golfing...so many other places and ponds to fish in Florida...this may be a "public" course but it's a nice course, with many locals who would have a fit if someone is out there fishing...and most golf courses don't want people wandering around who aren't golfing, this is also during hours that they are closed....
Just go in an ask the worst they can say is no
