I believe it's always open
The north and south jetties are open to fishing 24/7 ..... they will only close the jetties due to excessively heavy sea conditions when the waves crash over, typically 7 foot and higher. The gates will be locked to prevent access.
Its always open, sunrise to sunset. The only time you have to worry is if the sea is very rough.
