Good question. Really depends on cold tolerance of the plant you choose. Viburnums are cold tolerant, so fall/winter in coastal central Florida(zone 9b) would be the best time to plant. If the plant you wish to plant can freeze then I suggest waiting till after the chance of a freeze is over. Although our springs can be dry make sure to water appropriately. We encourage fall/winter planting because plants will spend the time rooting. Then in Spring the top growth will have a strong foundation. I would say, since mine have never been bothered by the cold , anytime before it gets hot again would work.
