It's a classy restaurant so dress up a bit. Personally, I would not wear flip flops, sandals (for men), shorts, t-shirts, tank tops, beachwear or distressed jeans. If you want to go in a suit and tie, that's OK too. I've seen both nice casual and formal wear worn at Rococo.
Jacket is not required but yes, at minimum you would want to be nicely, casually dressed
I do not believe there is an official dress code. But it is a nice steakhouse. So I would say business casual and dresser would be most appropriate. I would not go in say wearing clothes straight from the beach.

While there is no official dress code, it is an upscale venue. If you only have jeans, you may want to wear a nice pair of loafers and a button-up shirt. If you're going out for an excellent steak, be comfortable but definitely celebrate the occasion with how you dress. :)
