Yes is safe, it is right off the roadand and you can view it from the viewing area. The walk down to the falls is on a developed stair way.
Yeah, it is kid friendly. When we went there were humans...I mean people of all ages, including the old and young variety.
Train yourself and your kids to watch surroundings and communicate each other. My biggest challenge was finding potable or regular bathroom spots. Think about your family are going to make memorable fun time together. Not many places kept in natural environment. You be amazed to see places named as "World National Nature" hike or birding or butterfly place are not natural.
park beside the road and go down a couple flight of stairs, doesn't get any easier.
Mine were 9, 4, and 3....they made it there just fine.
