If all you need are passport photos, there are several places that will take them for you on demand, several on Palmdale Blvd, and then more in the postal centers that are dotted all over the place in both west and east Palmdale, and I am sure that there are also several in Lancaster. To actually get a passport however, you have to go to the government offices where they are processed and apply with all of the necessary documentation that is required.
