Juan, it's a bad habit that this restaurant has. They tend to leave the phone ringing, hang the caller or disconnect the line completely when they are busy ... I have worked in several restaurants in the past, and no matter how busy we were, there was always someone who answered, at least to say "please wait, we'll take care of it in a few moments". It seems that in El Ceviche Loco, they do not know that ethics!
