I haven't seen them out for a while it seems like only on holidays and special occasions I see one once in a while I don't know if it's because it's too cold but I think they have cut way back on the horse carriage rides. There is an office on one of the streets a little small stand by the side of the road but I have not seen anyone there for a while
Easy just go to the plaza and take the ride
Just go to plaza. They will have the rides in there, most of the time there isn't waiting time for the rides.
