The advice you've been given should be taken into account immediately...this is time-sensitive action in the eyes of justice.
If it is an issue with food safety, cleanliness, or even a safe dining environment, you can contact the board of health. They will interview you over the phone and then we'll usually send out an inspector to take a look at the complaints and charges you have made against IHOP. Other than that, I would first speak to the manager, then contact IHOP corporate division, and if it was especially heinous, take to social media and be sure that if you send any sort of letters that you keep copies and take notes on who you happen to speak with over the phone.
Depending upon the seriousness of the matter, if necessary, contact an attorney if you intend to "file a complaint". But if you want to simply make a stern statement and serious complaint, make every form of contact with corporate customer service. Including calling, social media, and written letter until you're completely satisfied.
