How do you report that a product that they have on the shelves is not fresh and needs to be removed for the safety of shoppers when you are told that no manager is available to report it to? That is my questions since that is my scenario today.

If no manager is on duty, they probably have an assistant manager. They should listen to you. If not, follow through with Topher's advice.
