No you don't need an appointment but it wouldn't hurt to get there a few minutes early. You will need documentation to show proof of residency
No you don't. But make sure you A) have all the necessary documents and B) go at least a good half hour before the door opens and take your God-given place at the front of the line. There are only so many people accepted and once they've reached that number, it's all over til tomorrow.
