Yes they are, from TECOs site: The eight, 46,000-pound streetcars are the first air conditioned streetcars ever built, can go up to 30 miles per hour and carry 88 riders each and are all wheelchair accessible. They also have wheelchair strap-in near each end near the drive.

You have to be able to walk up a couple of steps to get on the streetcar. And then lift the wheelchair in. There aren't ramps or lifts on the streetcar.
