Children under 5 there's not much for them to do or nor will they understand any of it but if you're having a family picnic outside the fort it's fun for the whole family
It is a pretty advanced tour, The child would have to be a history buff I'm gonna answer no Stroller access not very good wait till 4th grade when they can relate from California hostory

Yes and no. It's not the best for a particularily enganging experience unless the reenactors are present, but its perfect for exposing a child to history and, depending on the parent's follow up, appreciation of the advancements we've made since. So its good for kids, but requires the parent to put it into perspective. Otherwise, it will likely be boring for them.
There is alot of room for children to move around but they must be supervised as the fort is a historical landmark. The history part of the fort might be boring to children under six years of age.
On the weekends it has the reinactors, yes. Otherwise it's very historical, but static display.
