Probably because they don't want to pass any food borne illnesses to their customers from the vegetables being exposed to long and probably not kept at the right temperature, plus the customers would be touching the food with their bare hands and you know some people aren't all that clean and don't wash their hands!
Cosentinos has plenty of stores with salad bars. The older ones generally speaking the return on the investment wouldnt make sence.
