Yes, it's a regular beach
It looks exactly like a normal beach. Waves, people swimming, a pier. It's hard to see the difference. Cool part is that Boathouse offers waterside restaurant service there. Tables and chairs are all set up.

If there is no sign up at the beach that says no swimming, then of course you can swim there.
