The resturant is pretty open for dress! I say semi casual because it is high end resturant. But dress for the occasion you're celebrating.
No need to over-dress ...business casual is more than enough! This is Miami!
I would dress up for this restaurant. If you don't they probably will let you enter if dressed within reason. However, you will feel undressed if dressed inappropriately. This is an upscale restaurant. Food here is really good and if you get a table near a window will have an amazing view. Enjoy!
