Yes , they are open they never close . The only time that they are not open is due to emergency and saftey matters . They were closed due to fires that were initiated by the fire authority .
SDG&E burns the hills down when the winds blow..so they shut the electricity off to the area so they won't have $Billions in liability.
Should be open 24 hours a day unless emergency happens.
