Unfortunately no they're not. Children under 3 are free except in reserved seating and recliner locations. With these seats being reserved seats they won't let you have your child sit on your lap. That's from the regal site. You may ask at the mall and see what they say. You never know.
No there not. But they might let it slide. ive seen people bring children there befor.
I have seen younger. Especially for the kids shows like how to train your dragon.
