My 2017 Toyota came new with valve stems that sense tire pressure. When replacing tires if I am given standard valve stems which do not sense tire pressure will I be rejected for an inspection sticker ?

No, but you really ought to be able to keep the sensor stems on there, one way or another. If the tire people can't do that, your dealer can, cheap.
