Not in the restaurant unless it is a service dog. Why would anyone want to take a dog to a restaurant?
If I wanted a dog to eat with me, I'd get take out and take it home, and not force others to eat with my dog

I don't know about the restaurant, but saw 2 in the Octoberfest tent last night. One was a service dog.
